Pakistan Junior Cadet Corps Act, 1953
Summary
This 1953 Act, later amended by a 1975 order, establishes and organises the Pakistan Junior Cadet Corps, a school-based military training programme. Section 4 lets the Chief of the Army Staff, subject to Federal Government control, direct any boys' school to raise two companies of the Corps, one from each of its two final classes; companies from schools in the same district together form a battalion named after that district. Section 5 automatically enrols as a cadet any student in the relevant class who is over thirteen years old at the start of the academic year (or by 1 April) and is certified physically fit by a Pakistan Army Medical Corps officer; a student remains a cadet until leaving that class or being certified unfit.
Section 6 lets the Federal Government appoint a school staff member aged between twenty-three and thirty-five as a Corps officer, on the recommendation of the school's Headmaster, supported by the Provincial Director of Public Instruction and a local military officer of at least brigadier rank. Section 7 attaches such officers to regular army units for training, and Section 8 subjects them to the Pakistan Army Act, 1952 while undergoing that training. Section 10 lets the Federal Government withdraw an officer's commission at any time for any reason, and a commission also ends automatically when the officer leaves the school staff (unless immediately re-employed at another Corps school) or turns forty-five.
Section 12 makes each school's Headmaster the honorary commanding officer responsible for discipline, able, with the Chief of the Army Staff's approval, to frame punishment rules for cadets who skip training without reasonable cause; any such rules must include, at minimum, twenty minutes of extra drill as a punishment. Section 13 is notable for stating that officers and cadets of the Junior Cadet Corps are not liable to perform any actual military service.
