Pakistan Naval Academy (Award of Degrees) Ordinance, 1965

This short 1965 Ordinance gives the Pakistan Naval Academy legal authority to award academic degrees to the officers it trains. Before this law, the Academy had no formal power to confer degrees on its own.

Section 3 (as amended in 2010) authorises the Academy to confer the degree of Bachelor of Science (B.Sc (N.A.)) or Bachelor of Arts (B.A. (N.A.)), as well as a four-year Bachelor of Studies in Naval and Management Sciences, on any "Cadet-entry Officer" -- meaning someone appointed as a cadet in the Pakistan Navy, including those later promoted to midshipman or acting sub-lieutenant while still training -- once they successfully complete the prescribed training course appropriate to their branch.

Section 3A, added in 1972, extends this same degree-conferring power to officers of foreign governments who complete the same prescribed course at the Academy, reflecting that the Academy also trains foreign naval personnel.

Finally, Section 4 lets the Pakistan Naval Academy make regulations to carry out the purposes of the Ordinance, but only with the prior written approval of the Federal Government. The Ordinance is brief and purely administrative, and its main substantive change came through the 1972 and 2010 amendments noted in the extract's footnotes.
