Land Reforms Regulation (Validation of Orders) Ordinance, 1978

The Land Reforms Regulation (Validation of Orders) Ordinance, 1978 (Ordinance XXIX of 1978) is another validation law protecting orders passed by the Chairman or a Member of the Federal Land Commission, this time under the Land Reforms Regulation, 1972. Section 1 says it extends to the whole of Pakistan and came into force at once, on 25 June 1978.

Section 2, the sole substantive provision, validates any order passed by the Chairman or a Member of the Federal Land Commission before the Ordinance's commencement that purported to exercise authority delegated by the Federal Government under paragraph 29 of the Land Reforms Regulation, 1972. Such orders are deemed to have always been validly passed and to have had effect accordingly, notwithstanding any contrary order or decision of any court.

The footnotes show the Ordinance was later applied to the Provincially Administered Tribal Areas of Balochistan and of the then-N.W.F.P. (now Khyber Pakhtunkhwa) through separate 1978-79 notifications.

Like the related 1981 Federal Land Commission validation ordinance, this is a technical curative law tied to a specific historical set of land-reform orders, with no ongoing regulatory function today beyond protecting those past orders from being overturned.
