Iqbal Academy Ordinance, 1962

This 1962 ordinance repealed and re-enacted, with modifications, the earlier Iqbal Academy Act, 1951, to improve the administration of the Iqbal Academy, an organisation dedicated to promoting the study of the works and teachings of the poet-philosopher Allama Muhammad Iqbal. Section 3 constitutes the Academy as a body corporate with perpetual succession, able to hold property and enter contracts.

Section 5 sets out the Academy's aims: promoting study of Iqbal's works, funding scholarships and lectureships, publishing books and periodicals about Iqbal, awarding prizes to scholars who contribute to Iqbal studies, organising lectures and conferences, including sending delegates abroad, conferring Fellowships on distinguished scholars, and cooperating or affiliating with similar organisations. Section 6 affiliates the Academy with the Institute of Islamic Research.

Section 4 lists the Academy's membership categories: the Patron-in-Chief, who is the President of Pakistan under Section 8, Patrons, the President, who is the Federal Minister for Education and Scientific Research under Section 10, the Vice-President, Honorary Members, Life-Members, and ordinary Members. Section 17 vests control of the Academy in a Governing Body made up of the President, Vice-President, Treasurer, the Director of the Central Institute of Islamic Research, two elected member representatives, a Ministry of Education representative, and other persons nominated by the responsible Division. Section 19 creates a smaller Executive Committee to handle day-to-day affairs, and Section 20 provides for a Director who runs research programmes and reports to the Governing Body.

Section 21 lists the Academy's funding sources: government grants, membership fees, donations, and proceeds from publication sales. Section 22 requires an annual audit by a qualified auditor. Section 23 protects the Academy's name: anyone misusing the Academy's name for another purpose can be punished with imprisonment for a term which may extend to six months, or with fine, or with both.

This ordinance has been amended over the decades, including changes affecting the Vice-President, Treasurer, and Governing Body provisions, so the current wording of these provisions should be verified against the latest official text.
