Funds Vesting in the President (Transfer) Act, 1973

The Funds Vesting in the President (Transfer) Act, 1973 (Act LX of 1973) provides for the administration of certain charitable/relief funds that had come to vest in the President. Section 1 says it came into force at once.

Section 2 is the operative provision: notwithstanding anything in any other law or instrument, the funds listed in the Schedule — together with the income and profits they earn — vest in the Federal Government. The money is to be used for the purposes for which each fund was originally raised, or for purposes as close to that as circumstances permit.

The Schedule names four funds: the President's Relief Fund (instituted in 1972), the President's Palestine and Arab Relief Fund, the Tazeenul Quran Fund, and the President's Welfare Fund.

This is a short administrative law that formally transfers control of these named relief and welfare funds to the Federal Government so they can be properly administered and applied to their intended purposes. It is historical in nature, tied to a fixed list of 1970s-era funds, with no broader ongoing regulatory function.
