Chairman and Members of Federal Land Commission (Validation of Orders) Ordinance, 1981

The Chairman and Members of Federal Land Commission (Validation of Orders) Ordinance, 1981 (Ordinance XXII of 1981) is a short validating law concerning land-related orders in the former princely states of Dir, Swat, and Chitral. Section 1 states it came into force at once, on 15 June 1981.

Section 2, the only substantive section, validates orders passed by the Chairman or a Member of the Federal Land Commission before the Ordinance's commencement, where those orders purported to exercise authority delegated by the Federal Government under four specific regulations: the Dir and Swat (Devolution and Distribution of Property) Regulation, 1972; the Dir and Swat (Settlement of Disputes of Immovable Property) Regulation, 1972; the Distribution of Property (Chitral) Regulation, 1974; and the Settlement of Disputes of Immovable Property (Chitral) Regulation, 1974. Such orders are deemed to have always been validly passed, notwithstanding any court order or decision to the contrary.

This Ordinance does not create new land rights or a new administrative process — it simply retroactively cures a potential legal defect in the authority under which the Federal Land Commission's Chairman or Members had already acted, likely in response to a court challenge.

As with similar validation laws, it addresses a closed set of historical orders and has no ongoing regulatory effect today.
