Bahria University Ordinance, 2000

This Ordinance establishes Bahria University at Islamabad as a body corporate with the power to hold property and sue or be sued (Section 3). The university is formed around a group of existing institutions, which Section 2(f) lists as its 'Constituent Units': the Bahria Institutes of Management and Computer Sciences at Islamabad and Karachi, the Pakistan Naval Academy at Manora, the Pakistan Navy War College at Lahore, the Institute of Professional Psychology at Karachi, the Bahria Colleges, and the Faculty of Earth and Environmental Sciences.

Section 4 grants the university broad academic autonomy: it can design courses in management sciences, computer sciences, professional psychology, naval sciences, and other fields; admit and examine students; award degrees, diplomas and honorary distinctions; create teaching and research posts; and enter into contracts and receive grants or donations. Section 5 requires the university to be open to all persons regardless of sex, religion, race, class, creed, colour or domicile.

Section 6 lists the university's officers: the Chancellor, Pro-Chancellor, Rector, Registrar, Director of Examinations and Academic Affairs, Director Finance, and Director of Research and Development. Under Section 7, the President of Pakistan serves as the Chancellor, presiding over convocations. Section 16 establishes the Board of Governors as the main governing authority, supported by an Executive Committee (Section 18) and Academic Council (Section 19) that handle day-to-day administration and academic matters.

Staff protections are set out in Sections 32 and 33: no permanent employee can be demoted, removed, or compulsorily retired without a reasonable opportunity to show cause, and an employee punished by the Rector or another officer has a right of appeal to the Board of Governors, while an order made directly by the Board can instead be taken up for review.
