Allama Iqbal Open University Act, 1974

This 1974 Act establishes Allama Iqbal Open University (AIOU) in Islamabad, Pakistan's dedicated distance-learning university. It was originally created under the name "People's Open University" and was renamed Allama Iqbal Open University in 1977 by an amending Ordinance, which the extract records in Section 3(1A).

Section 3 sets up the University as a body corporate that can sue and be sued, acquire and hold property, and lease, sell or transfer it. Section 4 lays out an extensive list of powers reflecting its open/distance-learning mission: providing education to people who cannot leave their homes or jobs, mass educational uplift, teacher training, research, prescribing courses of study, holding examinations and awarding degrees and diplomas, conferring honorary degrees, cooperating with other universities, creating teaching and research posts, awarding scholarships and fellowships, and - notably - producing films, cassettes and other audio-visual material in arrangement with the Broadcasting Corporation of Pakistan and the Television Corporation of Pakistan, reflecting how the University delivers education remotely. Section 5 states the University is open to all classes and creeds, without discrimination.

Chapter III lists the University's officers: Chancellor, Pro-Chancellor, Vice-Chancellor, Registrar, Treasurer, Controller of Examinations and University Auditor. Chapter IV establishes the University's governing Authorities, principally the Executive Council (Section 18-19, responsible for administration) and the Academic Council (Sections 20-21, responsible for academic matters), plus other bodies such as a Finance Committee and an Academic, Planning and Development Committee, whose composition and functions are described in the extract's tail section (their membership includes the Vice-Chancellor as chairman, nominated Executive and Academic Council members, and representatives of the national broadcasting and television corporations).

Chapter V allows the University to make Statutes, Regulations and Rules to govern its internal affairs (Sections 24-27), and Chapter VI establishes a University Fund with provision for audit and accounts (Sections 28-29). Chapter VII contains general provisions, including a right to show cause and appeal to the Executive Council (Sections 30-31) and pension/benefit arrangements for staff (Section 32).
